Duty Positions
A Civil Air Patrol squadron can not be run by only one person. Each unit has staff officers that manage and monitor their own program. These positions are assigned by the WV049 Squadron Commander at the recommendation of the Professional Development Officer.
Some senior members enjoy wearing one hat in order to focus squarely on what interests them most. Most senior members in WV049 wear multiple hats because our unit is currently small. Almost all departments (with the exception of Command) have a primary officer and assistant officers. The primary officer is in charge of that department, and they mentor their assistants. In some cases, an assistant may be an officer with a wealth of experience that steps in to mentor the primary officer. |
Specialty Tracks
Specialty tracks were developed to allow senior members the opportunity to train and develop proficiency in areas of personal interest or in areas that are needed to support unit operations. The structure of the Specialty Track Program can be found in CAP Regulation 50-17, Senior Member Professional Development (PD) Program.
As part of the PD program, and in order to be promoted, members are required to earn specialty track ratings at three levels, in Level II -- Technical Training, in Level III -- Management, and in Level IV -- Command and Staff. When choosing your specialty track, generally, the two most basic considerations are what your interests are related to your professional career experience or your specific hobbies or personal interests; and what is best for the unit. You should try to identify at least two tracks that are of interest to you. Once you decide upon them, reach out to our unit's Professional Development Officer. |
Department Overview
All departments and duty positions are governed by Civil Air Patrol regulations. Each department has a specialty track guide. Some departments - such as the Cadet Program - have additional pamphlets and booklets that further define elements within that program.

Aerospace Education :
Aerospace Education Officer
There are two aerospace education officers authorized for composite squadrons: (1) to implement and direct the aerospace education portion of the CAP cadet program, and (2) to implement and direct the Aerospace Education-Civil Air Patrol (AE-CAP) program for senior members. Duties
Either or both of the aerospace education officers in composite squadrons are responsible for implementing the CAP external aerospace education program in their community.

Deputy Commander for Cadets
The Deputy Commander for Cadets should be familiar with the Civil Air Patrol governing directives, and all policy matters affecting their command. Duties
Leadership Officer The Leadership Officer serves as an instructor, a mentor, and a program manager. There can be multiple Leadership Officers in a squadron. Former military personnel often teach Drill & Ceremony, proper uniform wear, and so on - while another Leadership Officer focuses his or her attention on the classroom sessions and coursework related to the cadets' online instruction. Chaplain Service Program :
Chaplain
Unit Chaplain is a member of the commander´s staff at all echelons of command, and as such is the advisor to the commander and his/her staff on matters of religion, morals, and the well-being of personnel under his/her command. Command :
Squadron Commander (SQ/CC)
Squadron commanders are appointed at Wing level and are responsible to the corporation and to the wing commander for ensuring that the corporation objectives, policies, and operational directives are effectively executed within their squadron. Duties
Deputy Commander (SQ/CD) The duties above also apply to the deputy squadron commander. Squadron commanders should develop a detailed position description for their deputy, outlining his/her specific duties and responsibilities in support of the overall squadron mission. Deputy Commander for Seniors (SQ/CDS) The Deputy Commander for Seniors is responsible for all unit senior members, to include monitoring their professional development, contacting them in order to convey vital information, and bringing their concerns to the SQ/CC. CAP health service personnel are responsible for advising CAP commanders and unit personnel on the health, fitness, disease and injury prevention and environmental protection of CAP members relevant to CAP activities, with special emphasis on those members involved in flying, emergency services and disaster relief activities, field exercises, encampments and special activities.
